In my opinion they should, my 16year old daughter is more up on politics and how it affects the country than her grandparents are, was also at her school political debate and was well impressed with their knowledge on current affairs and politics

They do however pay tax. No taxation without representation as people once said.

Children of any age pay tax if their earnings are above the income tax threshold, just like adults.

If they use their pocket money to buy sweets they pay VAT.

But they also have the choice not to buy sweets. They could buy goods that are VAT exempt!
