Oh, and further - Worboys was eligible parole at halfway point, therefore 8th year out of 16yr tariff. This rule was introduced in 1991, under govt of John Major, while Home Sec was Kenneth Baker.

I thought Worboys was imprisoned under IPP rules (A Labour idea), no automatic release at halfway stage, no need to release him ever if still thought to be a danger.

IPP rules have the ability to apply for parole at halfway point and place burden on prisoner to prove he is safe.
