No evidence of either going up actually. Relative poverty is a mathematical term, while greater reporting of child abuse is a good thing.

As a rule im cynical of Gov info. And in terms of child abuse, more reporting is a confounding variable in perceived rate.

Although reports may go up, we cannot define relationship or growth between actual and reported numbers. Same with poverty.
