Would that mean EU citizens could fly into Dublin and then drive into the UK without any passport, immigration check or authority to do so?

That happens now with Non-EU citizens who hold a valid Irish visa but not an UK visa.

This is about customs, not people. Why would any country with an EU FTA sign one with the UK if they can export to RoI and then to the UK?

In fact, it means the UK can never set any tariff higher than the equivalent EU tariff as goods will just flow in via NI.

A customs border would be required to prevent UK goods accessing the EEA. The NI boundary is long and difficult to police.
