      That is an outcome of the hurricane. The inequality doesn't CAUSE the hurricane. Poor countries are usually poor cos corrupt, bad Govts.

          Strong democracy and free market capitalism (not nepotism and corruption) are the solutions. Nothing to do with inequality.
