It's about planning, doesn't have to be 100 houses just something in place for emergencies.

That only works if there is NOBODY sleeping on the streets otherwise they ARE the emergency

Saying that most councils cant plan for half inch of snow so expecting them to have an emergency plan in place is stretching the imagination

Some councils don't even know how many properties they own...

Yet they have tools like voters' register, council tax band assessment. So important for folk to have decent housing

Yet, as we know now, due to sub-letting and other factors the numbers & identities of those living in Grenfell Tower were not entirely known

Perhaps Councils should occasionally visit all properties and ask residents for proof of identity. Could also ask if they have any concerns.
