I'm NOT suggesting there isn't a housing shortage/crisis in UK & particularly in London THAT does NOT excuse Council tenants subletting 4££!

I am not 'excusing' anyone. I was noting the root cause. Remove the market for sublets and you won't have sublets. It is not rocket science.
