No, we can't find out who died because of the number of flats that were sublet and the tenants wont say who was in the flat

Exactly. It was a mixed tenure block - not just general needs social housing.

For info within social housing there is also a tenure called - Intermediate/Affordable Rent. It is around 10% lower than market rent.
