Exactly. Manifesto implies but does not explicitly state leaving CU. In any event, Labour lost - are they still bound by manifesto for govt?

This is not correct. The GE was not a referendum on EU exit. Hence the 80% cannot in any meaningful way be taken as EuXiters.
