I don't see anything wrong with charging non-Brits for non-essential NHS operations. How is this even 'controversial'?

They are now. But changing this so they're charged (subject to reciprocal EEA arrangements) will be controversial.

in Spain for eg you already need private medical insurance usually, just to get a work permit
