      Surely it is not beyond the wit of mankind to find a way of giving free TV licences to elderly pensioners on low incomes while not giving them away free to people like my parents who can easily afford them. Or, crazy idea, how about not taxing people to own a sodding telly?

      Para 1 is exactly what the BBC is doing. Para 2 is wrong. You only need a licence to watch or record live TV. Watch exclusively eg netflix and you don't need one

      No, it’s not. Lots of concern that many pensioners on very low incomes don’t claim the benefits they’re entitled to that would qualify them to get a free TV licence. How do people prove they don’t watch TV if they own a TV?

      That's why universal benefits are better. yes a few rich folk like your parents and indeed me get benefits they don't need. But that is a price worth paying to make sure all those who do need them get them. Means-testing is an old bright idea that never works.

      Er, I know... Always a trade off between what is saved by having means testing Vs paying universal benefits. But with so many 75+ now, this needs a new solution. What worries me is the 80yr olds living on very low incomes who aren’t claiming pension credits. How to resolve that?

          Means testing is an expensive way of examining eligibility Will we be asked to provide our financial details to the BBC? - that would be outrageous. Or will Govt do it, which means expense which increases licence cost - ridiculous Who's going to hep the older person do it?

          It should be free to all pensioners. It’s not like healthcare the more elderly the more strain! Your parents have paid their fee for years and will not have watched BBC exclusively so once you get to 65 then you’ve paid enough surely. Would cost shed loads to means test everyone

          Why have a license at all? There is no sensible reason to tax people to watch live tv - just make it subscription based. The BBC can then decide it's own cost structure.

          The BBC could be self-supporting via commercials. That would stop everyone having to pay the fee and it would remove an imbalance in the UK broadcast market.

          Hmrc can see total income. Don't understand why benefits can't be targeted at pensioners that hmrc can see are on v low incomes? However disagree that pensioners should pay for the license fee when the BBC is so profligate with its spending.
