I used to ride a bike. I'm also aware of where the sun is and how it might affect other drivers being able to see me. Now, answer the question. If you're being dazzled while trying to pull out how long do you wait?

you never pull out of a junction until you see its clear otherwise your gambling with other peoples lives, use your hand as a peak to cut out the glare before pulling out
