In fact, in 1713 at Utrecht Spain ceded its claim to Britain, one sovereign state to another.
The local population had already left, in 1704.

Well if Gibraltar had a current right of self-determination it wouldn't be dragged out of the EU against the wishes of its inhabitants so I'm not sure what you really are talking about?
