It does not negate the need for custom checking of the required paperwork. This checking is additional to what has to be done today and it will have to be done 6000 times a day. So Yes there will be delays. There will be longer delays if the paperwork is incorrect. Check RHA site

The paperwork will be done by the exporters in their home base, the goods will be signed in at the destination, no need for delays at the border at all. Unless you really want them of course
