The £350m figure was chosen to provoke the Remain campaign to dispute the size of the payments to Brussels - which worked in Leave’s favour because even Remain’s lower figure was too high for most voters. This is well documented.

So why mention the NHS on that bus at all?

Leave voters understood this wasn't a promise as they were intelligent enough to understand that the remain campaign was not in government and had no influence on NHS spending. It would seem remainiacs were not.

I would be staggered if all 17.4m Leave voters appreciated the distinction. But the figure, and the idea that Brexit creates a budget surplus, are both grossly fraudulent.
