He’s spot on. The people that did this truly abhorrent thing are vile scum, but not criminals. Meanwhile 4 young men have been stabbed to death on London streets in the past few days, and that should be the the police’s priority.

There may not have been an offence in burning the effigy but there was in all probability an offence in transmitting it to a public media.

It may well have been I'm not a lawyer. In recent years there has been revisions under the various communications legislation to encompass social media.
