It’s not about the border - it never has been. It’s all about EU trying to trap UK in its regulatory orbit and to prevent Brexit being a roaring success. The border is a confected convenient figleaf and the more we talk about it the more effective it is. It’s like military chaff

Under WTO rules there would need to be a hard border, that's kinda the point...
So are you saying the WTO is going to finance, construct and patrol the hard border? 
No, just that if we want to trade under WTO rules, we'd be agreeing to its rules,1 of which is that areas with different trade agreements need borders between them, it really is that simple. Or do you just want to abide by some WTO rules and not others, like you did with EU ? 
I will ask the question one last time. If both the Irish and British governments explicitly stated that there can NEVER be a hard border, who then will construct, finance, and patrol that hard border? Who???
Idiotic question, because, under WTO rules which the UK and EU will have to abide by there must be a border, for inspection of goods both ways, because of the different trade zones. The UK gov can't and won't be allowed to let tariff free goods enter it's market, nor will the EU
So the final answer is:
NO ONE.
No one is going to finance, construct and patrol of what will be a 499 kilometre hard border.

Tell me how you imagine the UK will trade on WTO rules when it refuses to abide by one of the WTO's fundamental rules?

A solution to the Irish border is necessary to meet basic WTO criteria. Without it, we do not even get to trade with other nations under basic WTO terms.
@JuliaHB1 is clearly displaying her level of ignorance and stupidity, as well as that of those who retweet this tweet of hers.
The EU are simply insisting on a solution because they understand the implications for all sides if we cease trading on WTO terms...
The very people who convinced half the nation to "control our borders" are now happy for anyone to walk into the UK through NI from the EU rather than find a solution. Why? Because they don't have any solution to the WTO problem that they created.
So Boris was lying when he said there would have to be some border infrastructure? My My. Don't tell me Brexiters lie! That's shocking.
