It varies from country to country and family to family. JHB is correct in her claim that the Quran doesn't require the hijab until puberty but its a personal choice and parents have the right to dress their children how they see fit. It's a storm in a teacup.

In a multicultural society I think a young girl in a hijab is marking her out as different from the start and discourages integration, similarly for the niqab for adults. That has been my experience.

Does the same logic apply to orthodox Jews? Who gets to decide what is acceptable? The fundamental touchstone of a multicultural society is acceptance and respect for difference. Its none of our business what people choose to wear
