It’s not a simple operation. Numerous causes of delay- security issues, late arrival of inbound aircraft, weather, industrial action, airspace capacity, fuelling, maintenance to name a few. Increasing number of planes in same size of airspace available.

Or usually just some numpty who’s still in duty free while their bags on board.
