Only capitalise following a comma if it's the beginning of a sentence or if it's a proper noun. "Said" is not a noun so a capital letter doesn't apply however, there is a full stop at the end of "We're going away," that is a full sentence therefore a capital letter applies.
Also this looks like American English as I was taught punctuation goes outside quotation marks.
