this level of "mistakes" in the in-mail voting process points out areas where *design* changes can improve success rates. it's not just voter education (and yes, we should do that).

"Inner envelope glued to outer envelope" seems like a ridiculous reason to reject the ballot.

Also, rejected a ballot because of a "clerical error" (which is just another way of saying election official/poll worker mistake) is super not cool.

Seems that no notice and and opportunity to cure violates procedural due process.

See Raetzel v. Parks, 762 F. Supp. 1354, 1358 (D. Ariz. 1990). Albeit a district court opinion, but holds that AZ process of no post-deprivation notice that an absentee ballot has been disallowed and no opportunity to cure is unconstitutional.
