It’s true that Buttigieg won the predominantly black 2nd District in that ’15 Dem primary, over a challenger, Henry Davis, who represented it on the council. But his margin was just 60 votes, or about two points, even as he was winning citywide by 56 points.

Am a south bend resident, the fact he won the 2nd district, against the two term incumbent of that district, is impressive enough. He also won the 3rd and 6th district by large margins (both are currently represented by African Americans on the council)
