In "American C*rc*mc*s**n" Edgar Schoen says "removing the foreskin is a public health measure". "The" foreskin is just a free-floating entity; it doesn't belong to anybody; you'd hardly know that it had ever been attached to anybody. Always "removing", never "cutting off".
