Peter Rocha, the man arrested in the slaying, was on
@RafaelMandelman’s list of the most disturbed people in his district. I wrote about the list in February. Back then it had 17 people. Now it has 22. ...or the Behavioral Health Court in San Francisco, which is supposed to take lower level offenders with mental illness and divert them to treatment. That system isn’t being given a chance to function if the guy is never brought in by police.
