SCOOP: Elissa Slotkin met with Debbie Stabenow for an hour tonight in the senior Michigan Senator's hideaway. Slotkin has yet to make her campaign official, but she's laying the groundwork. "I’m definitely seriously thinking about it," she told me.

And seven-ish hours later, the committee looks like it's coming back together. We should know the contents of SB 7 momentarily.

The day is already off to a good start in the Michigan legislature, where a conference committee for SB 7 gaveled in before immediately going at ease. They're supposed to be considering a book closing supplemental, to tie up ends from 2022, but it will likely involve much more.

If Michigan Democrats wants to change its presidential primary date, it has to do that by Feb. 1 to meet the DNC’s deadline. If this doesn’t pass both chambers today, then the legislature only has ONE session day (Tuesday, Jan. 31) left to do that.

Senate is now moving on to General Orders. SB 3 (Earned Income Tax Credit) SB 13 (movement of presidential primary date from March to February) have been moved to Third Reading. Final votes to come at some point. #mileg

House and Senate Democrats punted the bill to the CC on Tuesday after an all-day session in the lower chamber. There's word the altered version of the bill is intended to include funding toward courting the citing of a paper mill in the UP.

The MIGOP chair race is huge for Republicans' future heading into 2024. I spent last Saturday talking to candidates in Jackson. Many have ambitious plans, but the frontrunners are hard-right candidates who failed in 2022. Can anyone unify the party?

Wildly, Andrews (D-Saint Joseph) actually MADE the roughly two hour drive from the hospital to Lansing tonight to vote through SB 7. Upon him stepping on the House floor, looking admittedly pretty rumpled and clad in an AFL-CIO hoodie and jeans, House Dems erupted in applause.

The Michigan House has been stalled since 4 p.m. due to House Democrats being unable to have enough votes to break a tie on a piece of legislation related to supplemental spending. The Dem lawmaker missing, Rep. Joey Andrews, was absent due to the birth of his first kid.

Michigan’s Senate Housing and Human Services committee moves on an S-5 version of Senate Dems’ EITC boost, making the changes retroactive and scrapping the tiered increase from 6 to 30%. Now it’d be an immediate 30% retroactive jump. Bill is now headed to the Senate floor.

In the first analysis of its kind in Michigan, I coded nearly every 2022 legislative donation to the donor’s district to examine if legislators fundraised significantly from people they ran to represent. For all but two legislators, the answer is no.

Rep. John Moolenaar is placed on the new U.S. House select committee on China. Interesting given Gotion, a Chinese-HQ'd EV battery manufacturer, is planning a massive facility in Big Rapids, his new district. Spoke with and for this piece ahead of the House and Senate education committees meeting next week. One of their top priorities this year? Dropping the retention component from Michigan’s β€œRead By Grade 3” law.

MIGOP chair candidate speeches are underway here at Jackson GOP event. Lots of talk about increasing donations, as many big-money donors sat out in 2022. Lena Epstein called being chair an emergency manager assignment

Michigan Democrats and Republicans won't say if changing a 2015 trigger law, resulting in an automatic income tax cut for Michigan residents, is currently being discussed as the possibility looms.
