Honestly you have to have a police department you can't just abolish it , this was unfair to him.....

Police abolition is actually a topic with serious thought behind it. Basically, you fragment the existing duties of the police into multiple departments with more specialist training rather than having the same group of heavily-armed generalists handling everything.
