    Ah-ha. For some reason the HHS report compares ACA weighted enrollment (where av. age is 48) to BRCA premiums for a 40-year-old.

    They aren't comparing to like numbers -- it compares the ACA enrollment weighted number to the estimate for a 40 year old.

    Agree - no explanation of how premiums supposedly go down when risk goes up in ACA-compliant plans.

    Just read that HHS score. I'm finding it impenetrable and I read CBO scores and budgets for fun.
