If he has insurance to complain about, he's not on Medicaid. Separate issues in the same multi-pack though.

If NC would expand medicaid, he *could* qualify for it. I don't know his particulars, but I can tell you that BCBS has a chokehold on ins. here in NC and has most folks over a barrel. Expanding could break that hold and actually make them compete.
