I studied what happened at a University level & the chemical process that caused the pipe integrity to break down when they switched source water. This could have all been avoided by treating the flint river water with the engineering consultant's suggested treatment chemicals.

To save money they didn't treat the water with the recommended additives. Chemical composition of the new improperly treated water broke down a protective patina on the interior of the pipes that had been building up from the composition of the previous water source.
