Canada has it, everyone is covered for basic needs then employers offer more coverage in areas like dental, optical etc

Well, I mean here in Canada we still have private insurance, it covers things above and beyond what single-payer does, for example upgrading to a private room in a hospital or dental which isn't covered under our single-payer. Hopefully that's what she means.
