Just read a transcription, and the key words are "sought to". They don't say Trump actually *did* obstruct, just that he tried to.

Because it’s not Mueller’s job to do that. It’s his job to turn in his investigation to congress and let them decide. Mueller is a cop, not a politician. Congress needs to see the report in full and then make a decision.
