YouTube has the ability to retrieve a deleted video—it doesn’t just disappear from their system. It’s nonsense they can’t review a deleted video hence you can’t appeal.

It's obviously not an issue of them being able to see the video. You could send them the video. My guess is it's how the CC claim is tied to the video, whether that means the CC claim can't be released because the video page is gone, and it is gone, or some other reason.
