Jordan - youre doing fantastic on this issue. To clarfy, it's not illegal and is a common practice used to test rural water (well water) it is discouraged in city water testing. The EPA provides guidelines not laws.

incorrect---EPA discourages PRE-FLUSHING (which is the night before a morning test). Flushing right before a sample is outlawed by the EPA.

The testing I looked into was the EPA regulatory compliance testing Michigan did...meaning they had to follow the EPA's lead and copper rule (which outlaws against flushing). So what I found was indeed illegal. As

Love you too—but read EPA Lead and Copper RULE. This is not a federal guideline. It’s a rule that water agencies are MANDATED to follow.
