Did the cop’s car have a dashcam? If so, the cam would have recorded the vehicle’s plates. All the cop had to do was run the plates and mail/deliver/serve the citation for expired tags. Jumping on the car and shooting (and ultimately murdering) was not the correct response.

There was no reason for him to jump up on the running board when the car started moving. They already had the guy's information. They knew who he was, where he lived and what he drove. He stupidly killed a guy that had his foot on the gas while he was hanging onto the vehicle.
