If the hydrant was just opened you should expect some rust. I believe that's why they flush them. Not diminishing Flint's water problem, just trying to provide some possible context.

As someone from NY whose busted open plenty of hydrants on hot summers, I've never seen it that bad. It's barely visible and last a second usually.

If you just open a hydrant it almost always looks like that. If the water still looks like that after a few minutes then you have a problem.

Brown water is from normal iron deposits . You cannot see smell or taste lead in drinking water

And it is normal for hydrant flushing to start out brown that’s the reason they flush
