When home sec, she spent a lot of energy trying to stop foreigners from coming here and studying at our universities. Even though this was a boon to both HE and the wider economy, and a massive boost to Britain's soft power.

I can think of a number of possible explanations for this, none of them attractive. But I fear that this Windrush stuff is not all about signalling. I think she might genuinely believe this stuff.
