Whatever his intelligence levels, he's extremely articulate and very good at speaking in full, considered sentences in interviews. So the "I actually meant to say the opposite of what I said" argument doesn't hold up at all.

An expensive education can be helpful even if you aren't a genius! But yes, it seems to imply that he didn't think through what he was saying as opposed to a mis-speak.
