Also, to what degree is an OS doing its job if it seems reasonable to suggest that programs should all deploy using a 3rd party wrapper the job of which is to avoid significant amounts of the code the OS thinks it is providing?

The Steam Runtime SDK does not require you to ship your game on Steam or use Steamworks; it just gives you a binary-compatible Linux build environment without having to install an years-old distro. The name is because Valve intended it to be used for SteamOS, but it's just Linux.
