The redistributables are offline so I have no idea what you are talking about here.

i guess it's because by default microsoft expect you to distribute the (offline) visual c++ redistributable installer with every app. i find that a pain, but there's always the option of using static libs. i actually don't know why anybody wouldn't do so.

Weirder situation than that kinda, it's that our clients are at power plants and such and want to be able to run things without any Windows updates or connectivity but also from internally-shared network folders, so not even "installed" per se. Edge cases upon edge cases . . .
