I didn't catch the stream in the first second so I may have missed the info, but here is my question: Is this note feature an integral part of the core language or something closer to a meta-programming add-on? Because I don't feel it belongs to the core.

What's a Note? I've not heard of that in any other language. Google for "programming languages with notes" and such, is unhelpful due to the vast number of returns for other things such as lecture notes on languages!
