How many web developers understand that a low-end integrated GPU on a laptop can draw full 4k screens of pixels at 3000 frames per second?

Do all cases involve a full refresh of the buffer? I thought most redraw calls are limited to only a part of the screen getting refreshed. I don't know much about it; I am only vaguely recollecting some GDI+ programming I had done more than a decade ago.
In reality you would not draw trivial pixels at 3000fps, you would instead choose to draw more-interesting pixels at a slower rate. So memory bandwidth ceases to become an issue, which is why I was using texel fill rate as a ballpark number.

Regarding whether you actually draw the screen all the time or just choose to draw dirty rectangles, that depends on what your code is trying to accomplish, really.
