How many web developers understand that a low-end integrated GPU on a laptop can draw full 4k screens of pixels at 3000 frames per second?

I agree, I don't think it has to be this way. I'd rather use something that was fast and only does what I ask it to do. I'd want it to be easy to use and cover all the bases (different languages, accessibility, responsive layouts, etc.). I haven't seen anything that fulfills that

And besides that, UIs have become way more complex since the 90s. Infinite scrolling (or higher data density in general), animations, complex styling and layout constraints, more fonts, more languages, more input methods (touch), complex vector drawings (maps), more networking

But UIs are magnitudes more complex than they were in the 90s, Win95's resizable windows were considered fancy.

An empty screen sure. You can fill that even on the CPU. If you need to layout 2000+ nodes with many of those being text nodes, that need special layout conditions for different types of fonts and languages, it becomes a little more complicated. That's before you do any JS.
