How many web developers understand that a low-end integrated GPU on a laptop can draw full 4k screens of pixels at 3000 frames per second?

For games, it's easier, because we don't need to consider all the ins and outs of something like a generic UI system. We can make fixed layouts, without needing to worry too much about things like responsive layouts, or screen readers (so far), or RTL layouts (most games).

But UI frameworks, like Qt, Gtk, WinForms or even UWP do this as well and they feel magnitudes faster than what a web browser can produce. I just don't get the complexity behind it.

Also, games UI tends to be orders of magnitude simpler than something like a full on app that needs to do high degrees of interaction (drag and drop, file system operations, etc.)

An empty screen sure. You can fill that even on the CPU. If you need to layout 2000+ nodes with many of those being text nodes, that need special layout conditions for different types of fonts and languages, it becomes a little more complicated. That's before you do any JS.
