A mere multimillionaire will not get hit with that increased income tax rate. There’s only ~250,000 households in the entire country making $1MM per year and even they won’t get hit by that rate hike.
Many, many small businesses with 1 owner, which tend to be organized for pass-through income tax filing, will be hit by this.

How many is “many, many”? How many of the 30,000 (in 2018) NYC residents with over $1MM/year in AGI are pass-through small businesses owners? And they’re all going to flee? Are you’re suggesting they should be treated differently than someone with a salary of over $1MM/year?
