Most drugs can be physically manufactured quickly. I could put bleach in a syringe in a few minutes and most of that time is finding my gloves. But that doesn’t mean they didn’t have to test. They absolutely did have to prove safety and efficacy. What are you talking about?

Even if you think the testing had to take as long as it did (it didn't), there are all sorts of things real leaders would have done, for example, paid for full production of vaccines under assumption that testing would likely succeed, so we would have a full supply much earlier.

that's a tough argument - vaccine candidates can make diseases worse for some viruses (which has been a major issue trying to vaccinate for Dengue, IIRC) - thats why we do FDA testing. FDA was horrible, though, and should have been faster. We needed challenge testing!

Safety was established in July 2020; there was already good evidence for efficacy. Imagine if we had started vaccinating back then. We would be out of this for a couple of months now. (Well, I am in Germany, where things are much worse. But you guys would be out of it at least.)
