Buy a cheap laptop that comes with Windows, and install Ubuntu on it. That is the best way to do it. Replace windows with ubuntu. Once, you have installed it. Don't install any software other than those you need, Or they will slow down your computer. ***INSTALL NOTHING***

... I might be missing something, but why not use cloud instances? Have a test suite that runs every night, configure the instance from a script, install compiler, run tests, alert you if there’s problem, then shut down instance. I could set this up for you
