someone who has seemingly no mental common ground with we regarding what that term means, and it’s really confusing. Is this just a San Francisco Bay Area problem or is this everywhere now? (Someone in Taiwan indicated to me that the attitude there was similar).

Part of this is certainly due to institutional decline (art museums globally gave up their legitimacy decades ago) but I always thought people maintained the understanding of what real art is despite being bombarded by stupid and fake art. But I guess that’s not true??

I think it’s a combination of things, lack of substance/culture, superficial values and a way of going through life that prioritizes quick and easy objects/entertainment/situations that won’t make a dent on the current model of the world for these people. I think this is global.

The problem is the word "legitimacy". If you question the legitimacy of a piece of art, you question both the author's intentions and the audience's judgement. It's a very aggressive take to hand out so casually. It's the *definition* of gatekeeping, not sure why you're confused.
