My reaction is to look at that photo and ask, why the F is the 5-story-max-height regulation still in place, obviously that building needs to be taller.

Depends on where it is. But I’m assuming the transportation infrastructure is woefully inadequate for high density high rise buildings.

The metro system is DC is one of the best in the country, second only really tot the subway. But either way, that’s not really an adequate excuse to not build housing.
