If I were Benevolent Dictator of San Francisco, one easy law I would pass tomorrow is that businesses get ticketed for trash/biological waste/foul smells on the sidewalk+street around the perimeter of their property. Conditions would improve QUICKLY.
But I will say, I never wanted to go anywhere near a San Francisco public restroom, they are scary. What exists now is the wrong way to do it.

As a foreigner (I'm Italian) I'm really curious about all this housing and, in general, crazy prices problem in SF. It's all derived from high-tech companies concentration in the bay area, or are there other causes?

That's of course part of it, but then the prices go through the roof because of strict zoning laws that limit density to much lower than anything you'd find in a European city. So huge demand + severely artificially limited supply = most expensive city in the world.
