(First ticket would be a fix-it ticket to allow for surprises that happen during the day or overnight. Escalating fines for businesses that choose to just pay tickets rather than cleaning up.)

Wouldn’t that just lead to businesses further cracking down on the homeless, displacing them even more instead of actually helping solve the issue?

That's not the businesses responsibility though. Holding them accountable for people that don't even buy from them is very far fetched. If anything, the money raised from the tickets could go to help for the homeless in whatever form the city finds to work.
